REGULAR MEETING
May 11, 2026 – 6:30 p.m.

The Livonia Town Council met in regular session at 6:30 p.m. on May 11, 2026, in the Livonia Council Chambers, 3111 LA HWY 78, Livonia, Louisiana. Mayor Rhett Pourciau called the meeting to order and directed Town Clerk Donna Bergeron to call the roll, which resulted as follows:
PRESENT: Council Members Brian Bergeron, Terry Jarreau, Lester Jarreau, Twanna LeJeune, Lorne Webre
ABSENT: None
THE FOLLOWING WERE APPROVED
MINUTES: Mr. L. Jarreau moved to approve and publish the minutes of the April 13, 2026, regular meeting, as written. Ms. LeJeune seconded the motion, which carried unanimously.
TREASURER’S REPORT: Mr. T. Jarreau moved to approve the Treasurer’s Reports. Mr. Webre seconded the motion, and it carried. Budget-to-actual reports were included for review and comment.
INVOICES: Ms. LeJeune moved to approve the invoices for payment. Mr. Bergeron seconded the motion, and it carried unanimously.
PUBLIC HEARING – Mayor Pourciau opened the hearing on a proposed ordinance Regulating the Location and Operation of Junkyards, Salvage Yards, Tow Yards, Wrecker Yards, And Automotive Repair Facilities Within the Municipal Limits of the Town of Livonia, Louisiana, and Imposing a Temporary Moratorium on The Establishment of New Facilities.
Mr. Bergeron moved, seconded by Mr. Webre, to limit public comments on the matter to two minutes per speaker. The motion carried.
Mr. Michael Kern of Livonia Auto Repair expressed concerns regarding the proposed twenty-vehicle limit. With no further comments, Mayor Pourciau closed the public hearing.
ADOPTION OF ORDINANCE – Mr. Webre made a motion to adopt the proposed ordinance Regulating the Location and Operation of Junkyards, Salvage Yards, Tow Yards, Wrecker Yards, and Automotive Repair Facilities Within the Municipal Limits of the Town of Livonia, Louisiana, and Imposing a Temporary Moratorium on the Establishment of New Facilities. Motion was seconded by Ms. LeJeune. Roll call vote resulted as follows:

NAYS: None ABSTAIN: None

PUBLIC HEARING - Mayor Pourciau opened the hearing on a proposed ordinance, Revising Chapter 24 of the Town’s Ordinances Regarding the Regulation of Weeds and Noxious Growths as A Public Nuisance Within the Corporate Limits of the Town.
There were no comments; therefore, the hearing was closed.
ADOPTION OF ORDINANCE – Mr. L. Jarreau made a motion to adopt the proposed ordinance Revising Chapter 24 of the Town’s Ordinances Regarding the Regulation of Weeds and Noxious Growths as A Public Nuisance Within the Corporate Limits of the Town. Mr. Webre seconded the motion and a roll call vote resulted as follows:

INTRODUCTION OF ORDINANCES
Mr. Webre introduced an ordinance revising Article B of Chapter 16 of the Town’s Ordinances regarding the Removal of Abandoned, Inoperative, or Nuisance Vehicles Within Livonia. Motion was seconded by Mr. Bergeron and carried.
Mr. Bergeron introduced an ordinance revising Chapter 15 of the Town’s Ordinances Regarding the Regulation of Junk as a Public Nuisance Within Livonia. Motion was seconded by Ms. LeJeune and carried.
Ms. LeJeune introduced an ordinance revising Article B of Chapter 18 of the Town’s Ordinances Regarding the Condemnation and Removal of Dilapidated and Dangerous Structures Within Livonia as amended. Motion was seconded by Mr. L. Jarreau and carried.
Ms. LeJeune introduced an ordinance amending Chapter 10 of the Town’s Ordinances, Adding Miscellaneous Charges for Water and Gas Customers. Motion was seconded by Mr. Bergeron and carried.

RESOLUTION – Adopt Council Policy
Mr. Bergeron moved to adopt the proposed Council Policy requiring council review before the abatement of junk and debris, abandoned or nuisance vehicles, and dangerous buildings and structures. The motion was seconded by Mr. L. Jarreau and Resolved.

RESOLUTION – Adopt Millage Rate for 2026
Mr. Bergeron moved to adopt the 2026 General Alimony Tax millage rate of 4.83 mills. The motion was seconded by Mr. T. Jarreau and Resolved.
RESOLUTION – Cooperative Endeavor Agreement
Mr. L. Jarreau moved to authorize the execution of a Cooperative Endeavor Agreement with the Pointe Coupee Parish Communications District to provide additional funding for the parish emergency telephone system. The motion was seconded by Mr. Webre and Resolved.

ENGINEER’S REPORT –Wade Broussard, PE
Mr. Broussard presented Pay Request No. 2 in the amount of $301,301.56 on behalf of Griner Drilling for the new water well project. Mr. Bergeron moved to approve the payment request and authorize its submission to the Office of Facility Planning and Control. The motion was seconded by Mr. Webre and carried unanimously.
Mr. Broussard reported that the Louisiana Department of Environmental Quality approved the Town’s pre-application for $500,000 in funding through the Clean Water State Revolving Fund Program. The funds are proposed for use on the sewer treatment plant screening equipment project. Additional documentation is required to complete the application process.

MAYOR’S REPORT
Mayor Pourciau reported that approximately 70% of the new water meters have been installed and that installation of the gas meters is expected to begin within the next two weeks.
DEPARTMENT REPORTS
Police Report –Police Chief Landon Landry
In April, 349 citations were issued, 37 warnings, and 43 complaints were responded to. Total fines collected: $72,163.
Chief Landry requested approval of a $1.00 per hour pay increase for Officer John Thibodeaux following his promotion to Sergeant, in accordance with the Town’s adopted pay scale. Mr. Bergeron moved to approve the increase as presented. The motion was seconded by Mr. T. Jarreau and carried.
Council Members’ Reports by Department
Junk, Park, and Recreation (Brian Bergeron): Seven noncompliance letters were issued for junk violations. More will be issued soon.
Ballgames started at Glaser’s Park. Mr. Paul Armand should give a report next month.
Drainage & Streets (Terry Jarreau): The Town’s drainage system is functioning well despite recent heavy rainfall. He discussed needed street repairs at Monica Street and Pete Street with Parish Councilman Kurt Jarreau and stated that a work order will be issued to repair the pothole on Church Street at LA Highway 78.
Beautification & Abandoned Buildings (Twanna LeJeune): The owners of the abandoned house on Airline Highway, owned by the Guerin Estate, are seeking a contractor to demolish and remove the structure.

Water & Abandoned Vehicles (Mr. Lorne Webre): Livonia Utility System received an A for the 2025 Water Grade.
Three letters of noncompliance for violation of nuisance vehicles have been issued.

Ms. LeJeune made a motion to adjourn the meeting at 7:31 p.m., which was seconded by Mr. Bergeron and carried.
