REGULAR MEETING
June 9, 2026 – 6:30 p.m.

The Livonia Town Council met in regular session at 6:30 p.m. on June 9, 2026, in the Livonia Council Chambers, 3111 LA HWY 78, Livonia, Louisiana. Mayor Rhett Pourciau called the meeting to order and directed Town Clerk Donna Bergeron to call the roll, which resulted as follows:
PRESENT: Council Members Brian Bergeron, Terry Jarreau, Lester Jarreau, Twanna LeJeune, Lorne Webre
ABSENT: None
THE FOLLOWING WERE APPROVED
MINUTES: Ms. LeJeune moved to approve and publish the minutes of the May 11, 2026, regular meeting, as written. Mr. L. Jarreau seconded the motion, which carried unanimously.
TREASURER’S REPORT: Mr. T. Jarreau moved to approve the Treasurer’s Reports. Mr. Webre seconded the motion, and it carried. Budget-to-actual reports were included for review and comment.
INVOICES: Ms. LeJeune moved to approve the invoices for payment. Mr. Bergeron seconded the motion, and it carried unanimously.
HEARING – Nuisance Vehicles – Clay Holley
Mr. Clay Holley, requested a hearing before the Town Council in accordance with Town Code Section 16.16.1, concerning two nuisance vehicle notices located at or upon property at 8600 David Street, Livonia, Louisiana, namely:
a 1995 Ford F-350 flatbed truck (VIN 2FTJF35FSSCA16840) and
a 1984 blue/black pickup truck.
Following consideration of the documentary and testimonial evidence presented, the Town Council determined that the 1995 Ford F-350 flatbed truck is subject to the Town’s nuisance vehicle ordinances. Notice shall be issued to the titled owner of the vehicle, with a copy provided to Mr. Holley as the property owner.
The Council further ordered that both the 1995 Ford F-350 flatbed truck and the 1984 blue/black pickup truck be brought into compliance with the Town of Livonia Code of Ordinances no later than July 10, 2026. Compliance may include, but is not limited to:
a. Making the vehicle operable and otherwise compliant with Town ordinances;
b. Removing the vehicle from within the corporate limits of the Town of Livonia; or
c. Enclosing or screening the vehicle from public view in a manner permitted by the Town’s ordinances.
The resolution was offered by Mr. Webre, seconded by Ms. LeJeune, and duly adopted.

PUBLIC HEARING - Mayor Pourciau opened the hearing on a proposed ordinance, revising Article B of Chapter 16 of the Town’s Ordinances regarding the Removal of Abandoned, Inoperative, or Nuisance Vehicles Within Livonia.
There were no comments; therefore, the hearing was closed.
ADOPTION OF ORDINANCE – Mr. Webre made a motion to adopt the proposed ordinance revising Article B of Chapter 16 of the Town’s Ordinances regarding the Removal of Abandoned, Inoperative, or Nuisance Vehicles Within Livonia. Ms. LeJeune seconded the motion, and a roll call vote resulted as follows:

NAYS: None ABSTAIN: None

ADOPTION OF ORDINANCE – Mr. Bergeron made a motion to adopt the proposed ordinance, revising Chapter 15 of the Town’s Ordinances Regarding the Regulation of Junk as a Public Nuisance Within Livonia. Mr. T. Jarreau seconded the motion, and a roll call vote resulted as follows:

ADOPTION OF ORDINANCE – Ms. LeJeune made a motion to adopt the proposed ordinance, revising Article B of Chapter 18 of the Town’s Ordinances Regarding the Condemnation and Removal of Dilapidated and Dangerous Structures Within Livonia as amended. Mr. Bergeron seconded the motion, and a roll call vote resulted as follows:

ADOPTION OF ORDINANCE – Mr. Bergeron made a motion to adopt the proposed ordinance, revising Chapter 10 of the Town’s Ordinances, Adding Miscellaneous Charges for Water and Gas Customers. Mr. T. Jarreau seconded the motion, and a roll call vote resulted as follows:

ENGINEER’S REPORT –Gregg Gautreaux
Mr. Gautreaux presented Pay Request No. 3 in the amount of $249,334.84 from Griner Drilling for the new water well project and reported that the project was approximately two weeks ahead of schedule. Mr. Bergeron moved to approve the payment request and authorize its submission to the Office of Facility Planning and Control. The motion was seconded by Mr. T. Jarreau and carried unanimously.
Mr. Gautreaux also reported that the Louisiana Department of Environmental Quality had approved the Town’s pre-application for $500,000 in funding through the Clean Water State Revolving Fund Program for the sewer treatment plant screening equipment project. He explained that additional documentation is required to complete the application, including a resolution authorizing the Town to contract with Forte & Tablada as the project’s engineer.

AMEND AGENDA – Resolution to contract Forte and Tablaba
Motion by Mr. L. Jarreau, seconded by Ms. LeJeune, to amend the agenda to include a resolution required by DEQ.

Engineer’s Report – Continued
A resolution was offered by Mr. L. Jarreau to hire Forte and Tablada as the architect/engineer for the sewer plant screening equipment project. Motion was seconded by Ms. LeJeune and carried.

MAYOR’S REPORT
Mayor Pourciau reported that, after again attempting to accommodate two rentals per weekend, the Town will return to limiting Community Center rentals to one rental per weekend.
The Mayor also reported that the Pointe Coupee Parish Government is assisting the Town in addressing the erosion along Bayou Road near the Indian Mound. The Parish is purchasing equipment for the project, while the Town has purchased the necessary culverts, obtained a right-of-way agreement from the adjacent property owner, and will have tree limbs trimmed to improve access to the site.

DEPARTMENT REPORTS
Police Report –Police Chief Landon Landry
In May, 412 citations were issued, 19 warnings, 1 accident worked, and 45 complaints were responded to. Total fines collected: $75,631.

Public Works and Utilities – Ricky David
Mr. David reported that the new meter installation project is progressing well. Approximately 96% of the water meters and 30% of the gas meters have been installed.

Council Members’ Reports by Department
Junk, Park, and Recreation (Brian Bergeron): Five properties have been cleaned up for junk violations.

Beautification & Abandoned Buildings (Twanna LeJeune): The Office of Community Development has a Clearance Program that provides funding for the demolition of blighted properties. After researching the criteria for this funding, it appears that the minimum threshold is $150,000, which exceeds the town’s current needs.
Succession proceedings are underway for the Kline Estate on Glaser Street, and the demolition of the abandoned house owned by the Guerin Estate on Airline Highway is scheduled to begin soon.

Water & Abandoned Vehicles (Mr. Lorne Webre): One letter of noncompliance for violation of nuisance vehicles has been issued, and three have been removed.

Ms. LeJeune made a motion to adjourn the meeting at 8:31 p.m., which was seconded by Mr. Bergeron and carried.
