Budget Hearing
November 12, 2025
Library Board President Wylene Hurst called the Pointe Coupee Parish Library Board of Control Special Budget Hearing to order at 5:00pm.
Members present included: Mrs. Kristi Doucet, Mrs. Philomena Fontenot, Mrs. Grace Hebert, Mrs. Kate Roy and Miss Wylene Hurst.
Members absent included: none
It was moved by Mrs. Roy and seconded by Mrs. Hebert to accept the agenda as presented. Motion carried.
Miss Hurst opened the floor to discussion of the proposed 2025 General Operating Budget Revisions. Anticipated areas of increased expense involve insurance items for personnel, utilities, liability, building insurance, and electronic database subscriptions.
The 2026 General Operating Budget was discussed taking into consideration expenses related to reduction in monies due to the items mentioned above.
It was moved by Mrs. Fontenot and seconded by Mrs. Hebert to close the 2026 General Budget Hearing and 2025 General Operating Budget Amendments Hearing. Motion carried.
The Special Budget Hearing of the Pointe Coupee Parish Library Board of Control was closed at 5:20pm.

General Business Meeting
November 12, 2025
Call to Order
Miss Wylene Hurst, Library Board President, called the general business meeting of the Pointe Coupee Parish Library Board of Control to order at 5:32pm.
Roll Call
Members present included: Mrs. Kristi Doucet, Mrs. Philomena Fontenot, Mrs. Grace Hebert, Mrs. Kate Roy and Miss Wylene Hurst.
Members absent included: none
Public Comments
None.
Approval of Agenda
It was moved by Mrs. Hebert and seconded by Mrs. Roy to accept the agenda as presented. Motion carried.
Approval of Minutes
It was moved by Mrs. Fontenot and seconded by Mrs. Hebert to accept the minutes of June 11, 2025, as presented. Motion carried.
It was moved by Mrs. Roy and seconded by Mrs. Doucet to accept the minutes of October 8, 2025, as presented. Motion carried.
2025 Revised Budget
It was moved by Mrs. Roy and seconded by Mrs. Fontenot to accept the revisions to the 2025 General Operating Budget as presented. Motion carried.
2026 General Operating Budget
It was moved by Mrs. Roy and seconded by Mrs. Fontenot to approve the Pointe Coupee Parish Library 2026 General Operating Budget as presented. Motion carried.
Librarian’s Report
Mrs. Hymel, Library Director, reported on the following items:
A current Financial Report was presented for Library Board review. The library has received $45,331 in E-rate funding for fiscal year 2025.
It was moved by Mrs. Doucet and seconded by Mrs. Hebert to accept the 2026 Library Board Schedule as presented. Motion carried.
All Library Board members were reminded to complete their Sexual Harassment Training and Library Board Ethics training prior to the end of the year.
New Business
RESOLUTION: It was moved by Mrs. Fontenot and seconded by Mrs. Doucet that the following individuals be approved to sign on all Pointe Coupee Parish Library checking accounts beginning January 1, 2026:
Mrs. Grace Hebert, Mrs. Kate Roy, Mrs. Philomena Fontenot, Mrs. Tiffany Brue and Mrs. Melissa Hymel.
For: Mrs. Doucet, Mrs. Fontenot, Mrs. Hebert, Mrs. Roy and Miss Hurst
Against: None.
Resolution accepted.
Miss Wylene Hurst announced her intention to retire from the Pointe Coupee Parish Library Board of Control effectively at the end of her term December 31, 2025. The entire Library Board offered their sincerest thanks to Miss Hurst on her 33+ years of dedication and commitment to our library, community and parish. She has served with honor, and her presence will be dearly missed by all.
Old Business
An update to the Executive Director Search was presented by Mrs. Fontenot and Mrs. Tiffany Brue.
Adjourn
There being no further business to come before the Library Board, it was moved by Mrs. Hebert and seconded by Mrs. Roy to adjourn. Motion carried. The President adjourned the meeting at 5:45pm. The next scheduled meeting of the Pointe Coupee Parish Library Board of Control is scheduled for Wednesday, February 11, 2026.
