LIVONIA TOWN COUNCIL
REGULAR MEETING
February 9, 2026 – 6:30 p.m.

The Livonia Town Council met in regular session at 6:30 p.m. on February 9, 2026, in the Livonia Council Chambers, 3111 LA HWY 78, Livonia, Louisiana. Mayor Rhett Pourciau called the meeting to order and directed Town Clerk Donna Bergeron to call the roll, which resulted as follows:
PRESENT: Council Members Brian Bergeron, Lester Jarreau, Terry Jarreau, Twanna LeJeune, Lorne Webre
ABSENT: None
THE FOLLOWING WERE APPROVED
MINUTES: Motion by Mr. Bergeron, seconded by Mr. Webre, and carried to approve and publish the minutes as written from the regular meeting on January 12, 2026, and the special meeting on January 26, 2026.
TREASURER’S REPORT: Motion by Mr. T. Jarreau, seconded by Ms. LeJeune, and carried, to approve the treasurer’s reports. Budget-to-actual was included for review and comments.
INVOICES: Motion by Mr. L. Jarreau, seconded by Ms. LeJeune, and carried, to approve the invoices for payment.

LIVONIA PARK AND REC – Mr. Paul Armand
Mr. Armand gave an update on the plans for park improvements, including the first project for the sidewalk. Three proposals were received, with Johnny Torres Construction being the lowest bidder at $31,000. Mr. L. Jarreau made a motion to award the bid to Johnny Torres Construction and to use the allocated funds from the town for this project. Mr. T. Jarreau seconded the motion, and it carried.

REMOVAL OF SPEED BUMPS ON FRENEAUX AND OKELOUSAS STREETS REVISITED
Upon the council’s approval to revisit the removal of the speed bumps that were previously voted against in December, comments were heard from the public and council members. Ms. LeJeune made a motion to remove the speed bumps. There was no second; therefore, the motion died.

PUBLIC HEARING
Mayor Pourciau opened the public hearing on the proposed ordinance regulating the location and operation of junkyards, salvage yards, tow yards, and wrecker yards within the municipal limits of Livonia and imposing a temporary moratorium on the establishment of new facilities. A motion was made by Mr. Webre to limit comments to three minutes per person, which was seconded by Mr. L. Jarreau and carried.
After hearing several comments from the public, the hearing was closed.

ADOPTION OF ORDINANCE
Mr. L. Jarreau made a motion to table the adoption of the ordinance until the May 2026 regular meeting. He encouraged those affected by the ordinance to submit suggestions by April 13th regarding how they would like the ordinance to read that would be beneficial to them, as well as the citizens of Livonia. Mr. T. Jarreau seconded the motion, and it was unanimously carried. Mayor stated that written suggestions must be submitted to Town Clerk by 4:00 p.m. on April 13, 2026.

ENGINEER’S REPORT – Gregg Gautreaux and Wade Broussard, PE
Mr. Gautreaux explained the plans for the sewer plant screen, and the bid additive alternate for dumpster or compactor.
Mr. Broussard stated that the water well preconstruction meeting was recently held with Griner Drilling and construction will begin soon.

DEPARTMENT REPORTS
Police Report –Police Chief Landon Landry
In January, 269 citations were issued, 34 warnings, 2 traffic accidents/incidents, and 40 complaints were responded to. Total fines collected: $55,191.95.
The surplus police unit was sold today to the Town of Gibsland for $10,000.
The department is prepared for the Mardi Gras parade and will be staged at Niland’s Funeral Home.

Public Works and Utilities – Ricky David
Street paving is being done in Richfield Subdivision. The contractor donated the old asphalt to the town, which will be used for the new water well road.
The new waterline improvements on Thorpe Street have been completed.

Council Members’ Reports by Department
Junk, Park, and Recreation (Brian Bergeron): Junk at several properties has been cleaned, a boat has been removed, two letters of non-compliance for junk have been sent out, one property is in succession, and seven other properties are being addressed regarding junk.
Drainage & Streets (Terry Jarreau): A workorder will be created to clean out 25 culverts.
Beautification & Abandoned Buildings (Twanna LeJeune): Three abandoned buildings are being addressed.
Water & Abandoned Vehicles (Mr. Lorne Webre): Four nuisance vehicles are pending, and one has been removed.
ADJOURNMENT
A motion was made by Ms. LeJeune, seconded by Mr. Bergeron, and carried to adjourn the meeting at 7:56 p.m.
