POINTE COUPEE PARISH COUNCIL
February 10, 2026

The Pointe Coupee Parish Council met in regular session at 5:30 p.m. Tuesday, February 10, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.

Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:

PRESENT: Messrs. Jimmy Gaspard, Sidney LaCoste, Charles Watkins, Kurt Jarreau, Edward Bazile, Paul Bergeron, and Dustin Boudreaux.
ABSENT: Mr. Edwin Soulier

APPROVE MINUTES OF JANUARY 13, 2026 MEETING

Motion by Mr. Gaspard and seconded by Mr. Bazile:

RESOLVED, That the minutes of January 13, 2026 regular meeting of the Parish Council be adopted as presented and published in the official journal.

Unanimously carried.

CONSIDER AMENDMENTS TO THE AGENDA

There were no amendments to the agenda.

SPECIAL BUSINESS - EMPLOYEE ANNIVERSARY SERVICE AWARDS TO LINETTE PASCALINE & RONELL ROUBIQUE
Parish President Thibaut presented a 20-year Service Award to Mrs. Linette Pascalin in recognition of her dedicated service to the Parish Administration. Mrs. Pascalin expressed her gratitude for the award and shared her appreciation for the opportunity to serve the Parish over the past two decades.
A 25-year Service Award was also presented to Ms. Ronell Roubique in recognition of her years of service; however, she was not present to accept the award.
PARISH PRESIDENT’S REPORT
Parish President Thibaut provided updates and reported on the following matters:
He presented a written financial report detailing revenues from sales tax, ad valorem tax, severance tax, utility collections, and permit fees. As of January 31, 2026, the month-end had not yet been closed out. Revenues and expenditures for the previous two months will be reported at the next Council Meeting.
He also presented the Human Resources Report, noting one termination, one retirement, and one resignation.

INTRODUCTION OF ORDINANCE

A PROPOSED ORDINANCE TO CREATE CONSOLIDATED WATERWORKS DISTRICT
NO. 1 (PUBLIC HEARING 3/10/26)
NOTICE OF INTRODUCTION OF ORDINANCE AND PUBLIC HEARING
NOTICE IS HEREBY GIVEN that a proposed ordinance to create consolidated Waterworks District No. 1 of the Pointe Coupee Parish Government; and otherwise provide with respect thereto has been introduced before the Pointe Coupee Parish Council, and that a public hearing will be held relative thereto at 5:30 p.m., Tuesday, March 10, 2026 at the Parish Council Meeting Room, Courthouse Annex, 160 East Main Street, New Roads, Louisiana, after which said ordinance may be considered for adoption. All interested person are urged to attend.

RESOLUTION - DECLARING THE INTENTION TO CREATE THE CONSOLIDATED WATERWORKS DISTRICT NO. 1

President Thibaut provided an update on the status of parish grants and addressed questions from the Council regarding the process of consolidating the Waterworks Districts. He also discussed plans to transition water meters to automated systems and provided information concerning a proposed bond deal.

Motion by Mr. Bergeron and seconded by Mr. Gaspard:

WHEREAS, the provisions of Chapter 22 of Title 33 of the Louisiana Revised Statutes of 1950, as amended (collectively, the “Act”), and other constitutional and statutory authority, permit the Parish Council of the Parish of Pointe Coupee, State of Louisiana (the “Parish Council”), acting as the governing authority of the Parish of Pointe Coupee, State of Louisiana (the “Parish”), to create one or more consolidated waterworks districts in the Parish; and

WHEREAS, this Parish Council previously created Waterworks District No. 1 of the Parish of Pointe Coupee, Louisiana, and Waterworks District No. 2 of the Parish of Pointe Coupee, Louisiana in the Parish (collectively, the “Existing Districts”):

WHEREAS, pursuant to the Act, this Parish Council now desires to consolidate the Existing Districts and any certain other areas of the Parish not currently included within the boundaries of the Existing Districts; and

WHEREAS, it is now the desire of this Parish Council to declare its intention to create Consolidated Waterworks District No. 1 of the Parish of Pointe Coupee, State of Louisiana, to consist of all of the territory described in the Notice of Intention authorized herein;

NOW, THEREFORE, BE IT RESOLVED by the Parish Council, acting as the governing authority of the Parish, that:

SECTION 1. In compliance with the Act, the Parish Council hereby declares its intention to create Consolidated Waterworks District No. 1 of the Parish of Pointe Coupee, State of Louisiana (the “Consolidated District”), which shall comprise and embrace all of the territory described in the Notice of Intention authorized herein.
SECTION 2. In compliance with the Act, this Parish Council shall meet in open and public session at its regular meeting place, the Parish Council Meeting Room, 160 East Main Street, New Roads, Louisiana, on Tuesday, March 10, 2026, at 5:30 p.m., for the purpose of hearing any and all objections to the creation of the Consolidated District, and, after disposing of any and all objections, this Parish Council shall, if it determines to do so, adopt an ordinance creating the Consolidated District. Notwithstanding the foregoing, the Parish President is authorized to select a different date for the public hearing if this Parish Council is unable to meet on the date set forth in this Section of the notice required in Section 3 hereof cannot be sufficiently given.
SECTION 3. The Clerk of this Parish Council is hereby directed to publish a Notice of Intention to create the Consolidated District in the official journal of this Parish Council at least once not less than fifteen (15) days before the date above fixed for the public hearing. Said Notice of Intention shall be in the form attached as Exhibit A hereto, subject to such changes as may be necessary to comply with Section 2 hereof or as may otherwise be desired in the discretion of the Parish President.
The foregoing having been submitted to a vote, the vote thereon was as follows:

YEAS: Messrs. Jimmie Gaspard, Sidney LaCoste, Charles Watkins, Kurt Jarreau, Edward Bazile, Paul Bergeron, and Dustin Boudreaux.
NAYS: None.
ABSTAIN: None.
ABSENT: Mr. Edwin Soulier

And the resolution was declared adopted on this, the 10th day of February, 2026.

RESOLUTION - SUPPORT PREPARATION AND SUBMITTAL OF AN APPLICATION FOR
FUNDING THROUGH THE COMMUNITY WATER ENRICHMENT FUND (CWEF) PROGRAM
FOR IMPROVEMENTS TO WATER SYSTEMS FOR PC WATERWORKS NO. 1

Motion by Mr. Bergeron and seconded by Mr. LaCoste:
WHEREAS, the Office of Community Development is accepting applications for funding through the Community Water Enrichment Fund (CWEF) Program; and

WHEREAS, one of the requirements for submission of an application for funding under this program requires a resolution of support from the parish governing body; and

WHEREAS, the Parish desires to submit an application and request of funds in the total amount of $156,000 for the benefit of the citizens of the Parish and Waterworks District No. 1 of Pointe Coupee for proposed continued water distribution improvements: Therefore, be it

RESOLVED, That the Parish President and Council of Pointe Coupee acting as the governing authority of said Parish does hereby support the preparation and submittal of an application for funding through the Office of Community Development, Community Water Enrichment Fund (CWEF).

Unanimously carried.
RESOLUTION - SUPPORT PREPARATION AND SUBMITTAL OF AN APPLICATION FOR FUNDING THROUGH THE LOCAL GOVERNMENT ASSISTANT PROGRAM (LGAP) FOR THE PURCHASE OF EQUIPMENT FOR THE PARISH
Motion by Mr. LaCoste and seconded by Mr. Bazile:
WHEREAS, the Pointe Coupee Parish Government is in dire need of purchasing new equipment that is needed to perform the daily maintenance and operations in the parish; and

WHEREAS, the Pointe Coupee Parish Government does not have the necessary funds to purchase the equipment: Therefore, be it

RESOLVED, That the Pointe Coupee Parish Council hereby supports the Pointe Coupee Parish Government’s application and request of funds in the total amount of $60,000 from
the Louisiana Office of Community Development, Local Government Assistance Program (LGAP) to fund the purchase of forklift for OEP Facility.

Unanimously carried.
ANNOUNCEMENTS, NOTICES, MEETINGS, ETC.

Chairman Boudreaux announced that the Parish Government office will be closed on Monday, February 16th in observance of President’s Day and Tuesday, February 17th in observance of Mardi Gras.
