SPECIAL MEETING
April 28, 2026
The Pointe Coupee Parish Council met in special session at 5:43 p.m. Tuesday, April 28, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney D. Hurst to call the roll:
PRESENT: Messrs. Jimmie Gaspard, Sidney LaCoste, Edwin Soulier, Charles Watkins, Edward Bazile, Kurt Jarreau, Paul Bergeron and Dustin Boudreaux.
ABSENT: None.
CONSIDER AMENDMENTS TO THE AGENDA
There were no amendments to the agenda.
PUBLIC COMMENTS ON AGENDA ITEMS
There were no public comments.
RESOLUTION – AWARD LOW BID FOR WATERSHED DRAINAGE IMPROVEMENT
PROJECT PHASE 2 TO CHEM SPRAY SOUTH INC. & AUTHORIZE PARISH PRESIDENT TO
SIGN CONTRACT
Motion by Mr. LaCoste and seconded by Mr. Bazile:
RESOLVED, That the low base bid in the amount of Six Hundred Twenty Thousand Dollars ($620,000.000), together with Alternate No. 1 in the amount of Two Hundred Thousand Dollars ($200,000.00) and Alternate No. 2 in the amount of One Hundred Ninety-Six Million Sixteen Thousand Two Hundred Fifty Dollars ($196,250.00), for a total contract amount of One Million Sixteen Thousand Two Hundred Fifty Dollars ($1,016,250.00), submitted by Chem Spray South, Inc. for the Watershed Drainage Improvements Project – Phase 2 (Facility Planning & Control Project No. 50-J39-22-03), be and is hereby accepted by the Pointe Coupee Parish Council, and that the contract be awarded accordingly; and
BE IT FURTHER RESOLVED, That Parish President Major Thibaut, on behalf of the Pointe Coupee Parish Government, be and is hereby authorized to execute the contract agreement and all necessary documents for said project.
Unanimously carried.
