EXECUTIVE COMMITTEE MEETING
April 28, 2026
The Pointe Coupee Parish Council Executive Committee met in regular session at 5:30 p.m. Tuesday, May 28, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:
PRESENT: Messrs. Jimmie Gaspard, Sidney LaCoste, Edwin Soulier, Charles Watkins, Kurt Jarreau, Edward Bazile, Paul Bergeron, and Dustin Boudreaux.
ABSENT: None.
APPROVE MINUTES OF MARCH 24, 2026 MEETING
Motion by Mr. LaCoste and seconded by Mr. Gaspard:
RESOLVED, That the minutes of March 24, 2026 meeting of the Executive Committee be adopted as presented and published in the official journal.
Unanimously carried.
CONSIDER AMENDMENTS TO THE AGENDA
There were no amendments to the agenda.
PUBLIC COMMENTS ON AGENDA ITEMS
There were no public comments.
DISCUSSION OF A PROPOSED ORDINANCE TO MAKE AMENDMENTS TO CHAPTER 6, ARTICLE IV OF THE POINTE COUPEE CODE OF ORDINANCES, RELATIVE TO SWIMMING POOLS (PUBLIC HEARNG 5/12/26)
There were no comments or discussion regarding the proposed ordinance.
DISCUSSION OF A PROPOSED ORDINANCE AUTHORIZING THE ACCEPATNCE OF THE DONATION OF IMMOVABLE PROPERTY (PUBLIC HEARING 5/12/26)
Vice Chairman Bergeron inquired about the proposed use of the property.
President Thibaut responded to the Council’s questions, explaining that the property cannot be sold and may instead be utilized as a retention pond or to increase drainage capacity. He further explained the terms of the contract between the state and the parish.
Attorney Dannie Garrett explained the conditions of the donation and the intended use of the property to the Council.
DISCUSSION OF A PROPOSED ORDINANCE AUTHORIZING THE ISSUANCE AND DELIVERY OF TAXABLE WATER REVENUE BONDS, SERIES 2026B OF CONSOLIDATED WATERWORKS DISTRICT NO. 1 (PUBLIC HEARING 5/12/26)
There were no comments or discussion regarding the proposed ordinance.

Chairman Boudreaux reminded the Council of the retreat taking place on May 1, 2026.
