POINTE COUPEE PARISH COUNCIL
May 12, 2026

The Pointe Coupee Parish Council met in regular session at 5:30 p.m. Tuesday, May 12, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.

Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:

PRESENT: Messrs. Jimmy Gaspard, Sidney LaCoste, Charles Watkins, Kurt Jarreau, Edward Bazile, Paul Bergeron, and Dustin Boudreaux.
ABSENT: Mr. Edwin Soulier

APPROVE MINUTES OF APRIL 14, 2026 MEETING

Motion by Mr. Gaspard and seconded by Mr. LaCoste:

RESOLVED, That the minutes of April 14, 2026 meeting of the Parish Council be adopted as presented and published in the official journal.

Unanimously carried.

CONSIDER AMENDMENTS TO THE AGENDA

There were no amendments to the agenda.

SPECIAL BUSINESS - PRESENTATION OF EMPLOYEE SERVICE AWARD TO MARK BOURGEOIS

Parish President Thibaut presented a 15-year Service Award to Mr. Mark Bourgeois in recognition of his dedicated service to the Parish Administration. He commended Mr. Bourgeois for his contributions in improving the efficiency and effectiveness of the utilities work order electronic system. Mr. Bourgeois expressed his gratitude for the award and conveyed his appreciation for the opportunity to serve the Parish over the past fifteen years.

PARISH PRESIDENT’S REPORT
Parish President Thibaut provided updates and reported on the following: presented a written financial report detailing sales tax, ad valorem tax, severance tax, utility collections, and permit fees; reported total revenues of $10,611,655, total expenditures of -$8,018,098, fund balances for 2026 of $17,480,998, and available end-of-year funds of $20,074,555 as of April 30, 2026. Human Resources Report - 2 new hires and 1 resignation.
He discussed the lake levels of False River, noting that boat launches were closed to motorized traffic in accordance with the adopted resolution due to rising water levels. The lake was reopened once levels reached 17.5 feet. He also reported meeting with Entergy regarding an upcoming $5.5 million project. Permitting has begun through the Department of Environmental Quality and the Public Service Commission, with full construction not expected to begin until 2028. The project will include the construction of two new units and is expected to create approximately 75 new full-time jobs upon completion. Additional updates are anticipated in the coming months. He then responded to questions from the Council.

PUBLIC HEARING - AN INTRODUCED PROPOSED ORDINANCE TO MAKE AMENDMENTS TO CHAPTER 6, ARTICLE IV OF THE POINTE COUPEE CODE OF ORDINANCES, RELATIVE TO SWIMMING POOLS, THEREAFTER, DISCUSSION AND CONSIDERATION OF THE ADOPTION
A hearing to obtain public input to a proposed ordinance to make amendments to Chapter 6, Article IV of the Pointe Coupee Code of Ordinances, relative to swimming pools; and further provide with respect thereto was conducted at 5:40 p.m., Tuesday, May 12, 2026 at Parish Council Meeting Room, Courthouse Annex, 160 East Main Street, New Roads, Louisiana.
Mr. Jason Fowler, 606 Carver Dr., New Roads, Louisiana, requested additional information regarding the purpose of a proposed ordinance related to swimming pools. He inquired whether the ordinance was being introduced for safety reasons or in response to a specific incident.
Chairman Boudreaux explained that the ordinance is not new but is being amended to establish setback requirements for properties. He further noted that the original ordinance is available on the Parish website for public review.
There were no objections received orally or written to the ordinance.

Motion by Mr. Bergeron and seconded by Mr. LaCoste:

RESOLVED, That the proposed ordinance to make amendments to Chapter 6, Article IV of the Pointe Coupee Code of Ordinances, relative to swimming pools; and further provide with respect thereto be adopted by the Pointe Coupee Parish Council.

The Chairman called for a roll call vote that resulted as follows;

YEAS: Messrs. Gaspard, LaCoste, Watkins, Jarreau, Bazile, Bergeron, and Boudreaux.
NAYS: None.
ABSTAIN: None.

On a vote of 7-0-0-1, the motion carried.

PUBLIC HEARING - AN INTRODUCED PROPOSED ORDINANCE AUTHORIZING THE ACCEPTANCE OF THE DONANTION OF IMMOVABLE PROPERTY, THEREAFTER, DISCUSSION AND CONSIDERATION OF THE ADOPTION
A hearing to obtain public input to a proposed authorizing the acceptance of the donation of immovable property; and further provide with respect thereto was conducted at 5:46 p.m., Tuesday, May 12, 2026 at Parish Council Meeting Room, Courthouse Annex, 160 East Main Street, New Roads, Louisiana.

Councilman Bazile expressed appreciation to both the Parish and the State for their hard work on the Pecan Acres project. He outlined the scope of the project and discussed expectations related to the donation of immovable property for future use.

There were no objections received orally or written to the ordinance.

Motion by Mr. Bazile and seconded by Mr. Bergeron:

RESOLVED, That the proposed ordinance authorizing the acceptance of the donation of immovable property; and further provide with respect thereto be adopted by the Pointe Coupee Parish Council.

The Chairman called for a roll call vote that resulted as follows;

PUBLIC HEARING - AN INTRODUCED PROPOSED ORDINANCE AUTHORIZING THE ISSUANCE AND DELIVERY OF TAXABLE WATER REVENUE BONDS, SERIES 2026B, OF CONSOLIDATED WATERWORKS DISTRICT NO. 1, THEREAFTER, DISCUSSION AND CONSIDERATION OF THE ADOPTION.
A hearing to obtain public input to a proposed authorizing the issuance and delivery of Taxable Water Revenue Bonds, Series 2026B, of Consolidated Waterworks District No. 1; and further provide with respect thereto was conducted at 5:48 p.m., Tuesday, May 12, 2026 at Parish Council Meeting Room, Courthouse Annex, 160 East Main Street, New Roads, Louisiana.

Attorney Dannie Garrett presented the Council with proposed amendments to the ordinance and provided an explanation of the revisions.
Councilman Jarreau posed questions regarding the bond request and how the funds would be allocated within Waterworks District No. 1.
President Thibaut provided a detailed overview of the district’s existing debt and outlined planned improvements, including upgrades to water meters throughout the Parish.
Attorney Andrew Jarreau addressed additional questions from the Council regarding the bond issuance, including the financial institution involved and the corresponding amounts.
There were no objections received orally or written to the ordinance.

Motion by Mr. LaCoste and seconded by Mr. Gaspard:

RESOLVED, That the proposed ordinance to make amendments to Chapter 6, Article IV of the Pointe Coupee Code of Ordinances, relative to swimming pools; and further provide with respect thereto be amended as is by the Pointe Coupee Parish Council.

The Chairman called for a roll call vote that resulted as follows;

RESOLUTION - APPROVE THE POINTE COUPEE BANNER AS THE OFFICIAL JOURNAL FOR THE PARISH AS REQUIRED BY LA R.S. 43:141 AND LA R.S. 43:142, EFFECTIVE
JULY 1, 2026

Motion by Mr. Bazile and seconded by Mr. LaCoste:

RESOLVED, That the Pointe Coupee Banner as the Official Journal for the Parish as required by LA R.S. 43:141 and LA R.S. 43:142, effective July 1, 2026 be approved.

Unanimously carried.
RESOLUTION - A RESOLUTION ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN THE PARISH OF POINTE COUPEE, STATE OF LOUISIANA, TO AUTHORIZE THE RENEWAL OF SALES AND USED TAXES THEREIN, MAKING APPLICATION TO THE STATE BOND COMMISSION AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH

Motion by Mr. Bazile and seconded by Mr. Jarreau:

RESOLVED, That the resolution ordering and calling a special election to be held in the Parish of Pointe Coupee, State of Louisiana, to authorize the renewal of sales and used taxes therein, making application to the State Bond Commission and providing for other matters in connection therewith be approved.

Unanimously carried.
RESOLUTION - ADOPT THE LOUISIANA COMPLIANCE QUESTIONNAIRE FOR THE
2025 AUDIT

Motion by Mr. Bergeron and seconded by Mr. Gaspard:

RESOLVED, That the Louisiana Compliance Questionnaire for the 2025 audit be approved.

Unanimously carried.
ANNOUNCEMENTS, NOTICES, MEETINGS, ETC.

Chairman Boudreaux announced that the Parish office will be closed on May 25, 2026 in observance of Memorial Day.
