REGULAR MEETING
April 21, 2026
The New Roads City Council met in regular session at 5:30 o’clock P.M. Tuesday, April 21, 2026 at the City Hall in New Roads, Louisiana. Mayor Theron Smith called the meeting to order. A roll call resulted as follows:
PRESENT: James Hunter, Kurt Kellerman and Kirk White
ABSENT: Joy Nelson and Cleotha Johnigan, Jr.

Public comments on agenda items
There were no public comments.
Consent Calendar – Approval of Minutes of Regular Council Meeting and Board of Adjustments Meeting of April 7, 2026
The minutes of the Regular Council meeting and Board of Adjustments meeting of April 7, 2026 were submitted for approval.
The reading of the minutes was waived.
Motion by Mr. Hunter and seconded by Mr. White.
RESOLVED, That the minutes of the Regular Council meeting be approved in their entirety.
Motion by Mr. White and seconded by Mr. Kellerman.
RESOLVED, That the minutes of the Board of Adjustments meeting of April 7, 2026 be approved in their entirety.
Public Hearing – Adoption of Ordinance relative to Building and Construction Regulations to amend existing permit fees, to adopt permit fees for roofing
Motion by Mr. White and seconded by Mr. Hunter.
RESOLVED, That the ordinance be adopted.
A roll call vote resulted as follows:
YEAS: Hunter, Kellerman and White
NAYS: None
ABSTAIN: None
ABSENT: Nelson and Johnigan
On a vote of 3-0-0-2, the motion carried.
Public Hearing – Discussion and approval of recommendation(s) of Planning & Zoning Commission
Mitchell War – 1011 St. Mary Street – A conditional use permit application for the placement of a manufactured home on aforementioned property
Motion by Mr. Hunter and seconded by Mr. Kellerman.
RESOLVED, That the recommendation of the Planning & Zoning Commission be approved.
A roll call vote resulted as follows:

NAYS: None
ABSTAIN: None
ABSENT: Nelson and Johnigan
On a vote of 3-0-0-2, the motion carried.
Kendall C. Hebert of CASA – Proclamation for Child Abuse Prevention Month
Ms. Hebert appeared before the council to express her appreciation to the city for their support of the organization.
Mayor Smith presented a proclamation recognizing April as Child Abuse Prevention Month.
Adam McCloskey – Parish economic development report
Mr. McCloskey gave a brief overview of his goals and plans as the new parish economic development director.
Engineer’s Report
Joey Lutz of Owen & White Engineers updated the council on the water sector projects. After some discussion, it was recommended that the city begin assessing fines for work not completed as per the contract deadline. Mayor Smith will review the contract as it pertains to assessing fines.
Update on Condemned Properties
Francis L. Jacobs, Estate – 1113 New Roads Street
A representative of the Francis L. Jacobs, Estate was in attendance and informed the council that there is a potential buyer of the property.
Motion by Mr. White and seconded by Mr. Kellerman.
RESOLVED, That the property be condemned in forty five days.

NAYS: None
ABSTAIN: None
ABSENT: Nelson and Johnigan
On a vote of 3-0-0-2, the motion carried.
Joseph V. Will Estate – 304 Parent Street
A representative of the Joseph V. Will Estate was not in attendance.
Motion by Mr. White and seconded by Mr. Hunter.
RESOLVED, That the property be condemned if repairs are not made within the next sixty days.
RESOLVED FURTHER, That this be the final opportunity to repair the structure.

On a vote of 3-0-0-2, the motion carried.
Michael Miller – City ordinance(s) concerning security requirements for venues hosting gatherings, parties or events
Mr. Miller appeared before the council to voice his concerns for an ordinance relative to security detail at events. He also addressed the issue of more lighting in other areas of town not just on Main Street.
Committee Reports
Mr. White stated that the airport was “good” and mentioned the “1st Annual Patrick Queen Fishing Tournament”.
Mr. Kellerman thanked Adam McCloskey for attending the meeting. He also mentioned the brown grass at the civic center and was informed that the soccer field is being redone. The status of the replacement of the light poles on Main Street and the replanting of a holly tree.
Mayor’s Report
Mayor Smith reminded everyone of the upcoming “Wine Down on Main Street” event.
He also mentioned two events scheduled for Saturday, May 2, 2026. “Boiling on the River” at 1:00 p.m. near Satterfield’s and the Triathlon from 5:00 a.m. to 11:00 a.m.
With no further business to come before the council, the meeting adjourned at 6:45 p.m.
