EXECUTIVE COMMITTEE MEETING
February 24, 2026
The Pointe Coupee Parish Council Executive Committee met in regular session at 5:30 p.m. Tuesday, February 24, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:
PRESENT: Messrs. Jimmie Gaspard, Sidney LaCoste, Edwin Soulier, Charles Watkins, Kurt Jarreau, Edward Bazile, Paul Bergeron, and Dustin Boudreaux.
ABSENT: None.
APPROVE MINUTES OF JANUARY 27, 2026 MEETING
Motion by Mr. Soulier and seconded by Mr. Bazile:
RESOLVED, That the minutes of January 27, 2026 meeting of the Executive Committee be adopted as presented and published in the official journal.
Unanimously carried.
CONSIDER AMENDMENTS TO THE AGENDA
There were no amendments to the agenda.
PUBLIC COMMENTS ON AGENDA ITEMS
There were no public comments.
DISCUSSION OF A PROPOSED ORDINANCE TO CREATE CONSOLIDATED WATERWORKS DISTRICT NO. 1
Vice Chairman Bergeron initiated discussion by raising questions regarding the number of members to be appointed to the Waterworks District No. 1 Board. He also inquired about the outstanding debt between the two water districts, the contractors who will be engaged to provide services to the Parish, and the status of a rate study, including any recommended rate adjustments.
Parish President Thibaut, along with Director of Finance Tonilyn Guidry, addressed the Council’s inquiries. They provided clarification on the requirements outlined in the grant for the consolidation and discussed plans for the future implementation of automated metering systems.
Councilman Soulier commended Director of Public Works and Utilities Nathan Cobb and his team for their exceptional performance during the recent freeze event. He noted that they did an outstanding job maintaining service continuity, keeping the lines supplied, and preventing any gas shortages.
ANNOUNCEMENTS, NOTICES, MEETINGS, ETC.
Parish President Thibaut announced that the sales tax renewal is scheduled for 2027. He noted that Foley & Judell is actively working to ensure the timeline is met, with the measure currently projected to appear on the Fall ballot.
