MINUTES WATER WORKS DISTRICT NO. 2

The Pointe Coupee Parish Water Works District No. 2 board met in regular session at 5:00 p.m. on March 9, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
A roll call of the members was as follows:
MEMBERS PRESENT: Messrs. Van Debetaz, Marvin Losavio, Mark Major, Ronald Pourciau and Kelly Rivet.
MEMBERS ABSENT: None.
COUNCIL MEMBERS/OTHERS: Messrs. Edward Merrick, Rickie Montelaro, Kevin Gravois, Major Thibaut, Attorney Michael Parks and Mrs. Gerrie Martin.

Public Comments
There were no public comments.
Approval of Minutes
A motion was offered by Mr. Kelly Rivet and seconded by Mr. Ronald Pourciau that the minutes of February 9, 2026 regular meetings be accepted as written and published.

Unanimously carried.

Consider Amendments to the Agenda
There were no amendments to the agenda.

Collection and Billing Report
There was nothing to report from the Parish’s Collection and Billing Department.

Engineer’s Report
Engineer Kevin Gravois of Professional Engineering Consultants (PEC) reported all current projects are proceeding as scheduled.

Maintenance Report
Rickie Montelaro, with M & C Water Company, reported approximately 1,773 meters were read and six customers were disconnected.
Review of Financial Statements
CPA Edward Merrick of Merrick and Hogan issued the February 2026 bank statement and gave a brief explanation of the statement.

A motion was offered by Mark Major and seconded by Kelly Rivet that the bank statement for February 2026, presented by Merrick and Hogan, CPAs, be accepted.
Unanimously carried.

Approval of Invoices
Invoices were issued for the board’s approval and after reviewing the invoices, the following motion was offered.
A motion was offered by Kelly Rivet and seconded by Van Debetaz that the invoices submitted by Merrick and Hogan, CPAs, be approved for payment.

Unanimously carried.

Open Discussion
Parish President Major Thibaut gave an update on the Water Sector Program and the automated meter reading system. He also advised that a rate study has been completed for both water districts and the consolidation should be completed by mid-June 2026.

Attorney Michael Parks stated he is awaiting a response from the Pointe Coupee Fire Districts Board of Commissioners regarding the Intergovernmental Agreement for the Fire Hydrant Repair/Replacement Policy.

There being no further business, a motion to adjourn was offered by Van Debetaz and seconded by Mark Major.
Unanimously carried.
