NOTICE IS HEREBY GIVEN that the following proposed ordinance was introduced before the City Council of the City of New Roads, Louisiana, and a public hearing will be held relative thereto at
5:30 o’clock p.m. on Tuesday, April 21, 2026 at the city
council chambers, 211 West Main Street, New Roads, Louisiana, after which public hearing said ordinance may be considered for final adoption:
“AN ORDINANCE
To amend and re-ordain Sections 5-6 and 5-7 of Article I of Chapter 5 of the Code of Ordinances of the City of New Roads, Louisiana, relative to Building and Construction Regulations, to amend existing permit fees, to adopt permit fees for roofing, and to further provide with respect thereto.

BE IT ORDAINED by the City Council of the City of New Roads, Louisiana:
SECTION 1. Section 5-6 of Article I of Chapter 5 of the Code of Ordinances of the City of New Roads, Louisiana is hereby amended and re-ordained to read as follows:
Section 5-6. Building permits required.
It shall be unlawful to construct, add to, alter, remove or demolish, or to commence the construction, addition, alteration, removal or demolition, of a building or structure, including but not limited to roofing, or install equipment for the operation of a building or structure, without first filing with the building official an application in writing and obtaining a formal permit.
SECTION 2. Section 5-7 of Article I of Chapter 5 of the Code of Ordinances of the City of New Roads, Louisiana is hereby amended and re-ordained to read as follows:
Section 5-7. Building and mechanical permit fees.
Residential building permit fees
Building permit fee: Shall be determined as follows:
Total square footage of the structure.
Multiplied by $82.00 or the current southern regional average cost to construct a house in a rural area as published by the National Home Builders Association, to determine the house value.
Multiplied by the average cost of construction permit fee of $3.50.
Example: 2000 square foot home:
2000 multiplied by $82.00 = $164,000.00 (cost of construction)
$164,000.00 divided by 1000 (to calculate per thousand dollars) multiplied by $3.50
($164,000.00 divided by 1000 = 164 x $3.50 =
$574.00 (permit fee)
Demolition Fee: $75.00
Flood Plan Review Fee: $45.00
Construction Plan Review Fee: $75.00
Roof Construction and ReRoofing Fee when not Part of Residential Construction permit: $75.00
Commercial building permit fees
Building permit fee: Shall be determined as follows:
$5.50 per thousand for first $3 million
$3.00 per thousand for next $2 million
(c} $1.00 per thousand for anything exceeding $5 million
Demolition Fee: $75.00
Flood Plan Review Fee: $45.00
Construction Plan Review Fee: $125.00 - $350.00
Roof Construction and ReRoofing Fee when not Part of Commercial Construction permit: $125.00
Residential Mechanical permit fees
Mechanical permit fee: Shall be determined as follows:
Per component: $30.00
Per register: $20.00
Complete change out: $100.00 each
(d)Commercial Mechanical permit fees
Minimum: $100.00
Per Ton: $10.00
Per Register: $5.00
SECTION 3. This ordinance shall become effective upon approval by the mayor.
SECTION 4. All ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5. Should any provisions of this ordinance, or the application thereof, be held invalid, such invalidity shall not affect the validity of the remaining portions of this ordinance.”
