POINTE COUPEE FIRE DISTRICTS BOARD OF COMMISSIONERS
February 2, 2026
The Pointe Coupee Fire Districts Board of Commissioners met in regular session at 6:00 p.m. on Monday, February 2, 2026, at the Parish Council Meeting Room in New Roads, Louisiana.
President Martin Frey called the meeting to order and directed Secretary Mellisa Smith to call the roll:

APPROVE MINUTES OF JANUARY 5, 2025 MEETING
Motion by Mr. Landry and seconded by Mr. Allen:
RESOLVED, That the minutes of January 5, 2025, regular meeting of the Fire Districts Board of Commissioners be adopted as presented and be published.
Unanimously carried.
CONSIDER AMENDMENTS TO THE AGENDA
Motion by Mr. Allen and seconded by Mr. Landry:
RESOLVED, That the agenda be amended to include the following:
Approval of Lease Purchase Agreement with Addendum – Fire District No. 3.
The Chairman called for a roll call vote that resulted as follows:
YEAS: Messrs. Allen, Frey, and Landry.
NAYS: None.
ABSENT: Messrs. Harlaux and Victorian.

PUBLIC COMMENTS
There were no public comments.
PRESENTATION OF 2021 AUDIT REPORT
Chief Pedro Leonard presented the 2021 Fire District No. 5 audit report in Mr. Scott Lazarone’s absence, noting no audit findings and implementation of some policy corrections.
DISCUSSION AND CONSIDERATION OF BIDS TO PURCHASE A SUBURBAN & SPRINT UNIT
Chief Pedro Leonard did not receive a bid for the Suburban but did receive one bid purchase of the sprint unit. A bid in the amount of $61,512.77 was received from Gerry Lane Buick GMC and the following motion was offered.
Motion by Mr. Allen and seconded by Mr. Landry:
RESOLVED, that the bid from Gerry Lane Buick GMC in the amount $61,512.77 for the purchase of a 2026 GMC Sierra 2500HD Crew Cab be approved.
Unanimously carried.
APPROVAL OF LEASE PURCHASE AGREEMENT – FIRE DISTRICT NO. 3
Chief Phil Larimore submitted a lease purchase agreement at the meeting held on January 5, 2026 for a new pumper truck. The agreement now includes an addendum attached by Attorney Henry Olinde and the following motion was offered.
Motion by Mr. Allen and seconded by Mr. Landry:
RESOLVED, that the lease purchase agreement to finance a Rosenbauer Freightliner Pumper and equipment for Fire Protection District No. 3 of Pointe Coupee Parish be approved, including the attached addendum from Attorney Henry Olinde.

BUDGET & FIRE CHIEF’S REPORTS FIRE DISTRICTS NO. 1, 2, 3, 4 & 5
Fire Chief Jeremy Waldrop of Fire District No. 1 issued the financial report and reported on various calls the department received. He stated staffing was increased during the recent ice storm and is seeking quotes for insurance renewal.
Fire Chief Waldrop of Fire District No. 2 issued the financial report and reported on various calls the department received.
Fire Chief Phil Larimore of Fire District No. 3 issued the financial report and an incident summary.
Fire Chief Paul Pinsonat with Fire District No. 4 issued the financial report and reported on various calls the department received.
Fire Chief Pedro Leonard with Fire District No. 5 will email the financial report and reported on various calls the department received.
Motion by Mr. Landry seconded by Mr. Allen:
RESOLVED, That the Budget and Fire Chief’s Reports be accepted as presented.
Unanimously carried.
OPEN DISCUSSION
Parish Council Chairman Dustin Boudreaux informed the board that the council had decided to appoint two additional members to the Pointe Coupee Fire Districts Board of Commissioners. Dillon Lacour will represent District One, while Robin Variest and Robert Allen (who currently serves on the board) will both serve as At Large members.
