LIVONIA TOWN COUNCIL REGULAR MEETING December 8, 2025 – 6:30 p.m.

The Livonia Town Council met in regular session at 6:30 p.m. on December 8, 2025, in the Livonia Council Chambers, 3111 LA HWY 78, Livonia, Louisiana. Mayor Rhett Pourciau called the meeting to order and directed Town Clerk Donna Bergeron to call the roll, which resulted as follows:
PRESENT: Council Members Lester Jarreau, Terry Jarreau, Twanna LeJeune, Lorne Webre
ABSENT: Council Member Brian Bergeron
BUDGET HEARING
Mayor Pourciau opened the budget hearing on the 2025 Amended Budget and the 2026 Budget of Revenues and Expenditures.
No questions or remarks were made; the budget hearing was closed.

PUBLIC HEARING – POLICE CHIEF SALARY
Mayor Pourciau opened the public hearing on a proposed ordinance setting the salary of the Chief of Police. There were no comments or questions; therefore, the public hearing was closed.
PUBLIC HEARING – MUNICIPAL CLERK SALARY
Mayor Pourciau opened the public hearing on a proposed ordinance increasing the salary of the Municipal Clerk. There were no comments or questions; therefore, the public hearing was closed.

THE FOLLOWING WERE APPROVED
MINUTES: Motion by Ms. LeJeune, seconded by Mr. L. Jarreau, and carried to approve and publish the minutes as written from the regular meeting on November 12, 2025, and the special meeting on November 20, 2025.
TREASURER’S REPORT: Motion by Mr. T. Jarreau, seconded by Mr. Webre, and carried, to approve the treasurer’s reports. Budget-to-actual was included for review and comments.
INVOICES: Motion by Ms. LeJeune, seconded by Mr. L. Jarreau, and carried, to approve the invoices for payment
REQUEST FOR PARADE PERMIT – Livonia Carnival Association
On behalf of the Livonia Carnival Association, Mr. Steve Morgan requested a parade permit for February 15, 2026, to have the 43rd annual Mardi Gras Parade and asked for the Town’s support.
RESOLUTIONS
(a) Moved by Mr. L. Jarreau to grant the parade permit for February 15th and to co-sponsor the event by contributing $2,000 for parade expenses. Ms. LeJeune seconded the motion, and it carried unanimously.
(b) Moved by Ms. LeJeune, seconded by Mr. T. Jarreau, and Resolved to adopt the following 2026 Council Meeting Dates.
January 12 February 9 March 9 April 13 May 11 June 8
July 13 August 10 September 14 October 12 November 9 December 14
The regularly scheduled council meetings will begin at 6:30 p.m. each month. This schedule may be amended or modified as needed.
(c) Moved by Ms. LeJeune, seconded by Mr. L. Jarreau, and Resolved to approve a series of assignments of State Agency Lease 21641.
(d) Moved by Mr. Webre, seconded by Mr. T. Jarreau, and Resolved to approve a series of assignments of State Agency Lease 21666.

INTRODUCTION OF ORDINANCE
Mr. Webre introduced an ordinance regulating the location and operation of junkyards, salvage yards, tow yards, etc. Motion was seconded by Ms. LeJeune and carried.

ADOPTION OF ORDINANCES
Budgets - A motion was made by Ms. LeJeune to adopt the 2025 amended budgets and the 2026 budgets of anticipated revenues and expenditures as presented. Motion was seconded by Mr. L. Jarreau, and a roll call vote resulted as follows:
YEAS: L. Jarreau, T. Jarreau, LeJeune, Webre
NAYS: None ABSENT: Bergeron ABSTAIN: None
Police Chief’s Salary - A motion was made by Mr. L. Jarreau and seconded by Mr. T. Jarreau to adopt the ordinance amending Section 2:12C of the Code as presented. Roll call vote resulted as follows:
YEAS: L. Jarreau, T. Jarreau, LeJeune, Webre
NAYS: None ABSENT: Bergeron ABSTAIN: None
Municipal Clerk’s Salary - A motion was made by Mr. T. Jarreau and seconded by Mr. Webre to adopt the ordinance amending Section 2:12D of the Code as presented. Roll call vote resulted as follows:
YEAS: L. Jarreau, T. Jarreau, LeJeune, Webre
NAYS: None ABSENT: Bergeron ABSTAIN: None

ENGINEER’S REPORT – Mr. Gregg Gautreaux
Bids were accepted for drilling a new water well. Two bids were received and have been forwarded to Facility Planning and Control for their approval and recommendation to award the bid.

MAYOR’S REPORT – Mayor Rhett Pourciau
Donuts with Santa will be held at 8:30 am on December 13th at the Livonia Community Center.

Police Report –Police Chief Landon Landry
For October: 521 citations were issued, 3 warnings, 7 traffic accidents/incidents, 1 arrest, and 42 complaints were responded to. Total fines collected: $71,574.

Public Works and Utilities – Ricky David
The water line improvement contract will begin soon on Thorpe Street.
Eleven new radio read meters have been installed for preliminary testing, and the full meter installation project is expected to begin soon.
Council Members’ Reports by Department
Drainage & Streets (Mr. Terry Jarreau): A petition requesting the removal of speed bumps on Freneaux and Okelousas Streets was submitted, with a majority of residents supporting their removal. Ms. LeJeune moved to remove the speed bumps, and Mr. T. Jarreau seconded the motion. The vote was tied, and Mayor Pourciau cast the deciding vote against removing the speed bumps.
Water & Abandoned Vehicles (Mr. Lorne Webre): Two nuisance vehicles have been removed; three additional vehicles will be addressed.

ADJOURNMENT
A motion was made by Ms. LeJeune, seconded by Mr. L. Jarreau, and carried to adjourn the meeting at 7:41 p.m.
