EXECUTIVE COMMITTEE MEETING
January 27, 2026
The Pointe Coupee Parish Council Executive Committee met in regular session at 5:30 p.m. Tuesday, January 27, 2026, at the Courthouse Annex in the Parish Council Meeting Room, New Roads, Louisiana.
Councilman Jarreau extended his condolences to the family of Rodney Robillard on behalf of the Parish Council. He noted that he had previously worked with Mr. Robillard and spoke highly of his strong work ethic and commendable character.
Chairman Boudreaux called the meeting to order and directed Council Clerk Courtney Hurst to call the roll:
PRESENT: Messrs. Jimmie Gaspard, Sidney LaCoste, Edwin Soulier, Charles Watkins, Kurt Jarreau, Edward Bazile, and Dustin Boudreaux.
ABSENT: Mr. Paul Bergeron.
APPROVE MINUTES OF OCTOBER 28, 2025 MEETING
Motion by Mr. Jarreau and seconded by Mr. Bazile:
RESOLVED, That the minutes of October 28, 2025 meeting of the Executive Committee be adopted as presented and published in the official journal.
Unanimously carried.

PARISH PRESIDENT’S UPDATE ON WATER DISTRICTS
Parish President Major Thibaut informed the Council of the upcoming 2027 sales tax renewals. He stated that the administration is working with legal counsel to establish a timeline to have the propositions placed on the fall ballot. He advised that two sales taxes are scheduled for renewal: the Road Improvement Fund tax, which carries a fifteen (15) year term, and the Hospital Service District tax, which carries a ten (10) year term.
The Parish received a $4.5 million grant for Water District No. 1 under the most recent round of Water Sector funding. A condition of the grant requires the consolidation of Water District No. 1 and Water District No. 2. The total estimated cost of the Water Districts project, as engineered by PEC, is approximately $6 million. The Parish is required to provide a 26% local match, totaling $1,625,000.
The administration has been coordinating with the Delta Regional Authority to secure additional grant funding toward the required match. To date, $800,000 has been identified, leaving a remaining balance of $825,000 to be secured. Current options under consideration for the remaining match include financing through a DEQ loan, USDA funding programs, Government Financing, Inc., or utilizing existing funds within the Waterworks Districts.
Discussions are underway regarding the replacement of existing water meters with an automated meter reading (AMR) system. It is estimated that approximately eighty percent (80%) of the meters in both Water Districts are up to forty (40) years old. Current data suggests a water loss rate of approximately fifteen percent (15%) to thirty percent (30%), largely attributed to misreads and aging infrastructure.
The estimated cost to implement an automated water meter system ranges from $4.5 million to $5.7 million. Potential funding options under consideration include financing through a DEQ loan program and/or the issuance of bonds to offset project costs.
Additionally, the administration is evaluating the implementation of automated gas meters. The estimated cost for this project is approximately $1.1 million and would consist of a retrofit automatic reading (AR) device installed on existing gas meters.
Funding options being explored include Government Capital financing at approximately 4.65%, a DEQ loan at approximately 0.95%, a bond issue, or utilizing existing revenues generated by the natural gas system. Additional information regarding the most feasible funding option, anticipated timeline, and associated costs will be presented to the Council in the coming weeks. Parish President Thibaut answered any additional questions from the Council.
