The New Roads City Council met in regular session at 5:30 o’clock P.M. Tuesday, December 16, 2025 at the City Hall in New Roads, Louisiana. Mayor Theron Smith called the meeting to order. A roll call resulted as follows:
PRESENT: James Hunter, Cleotha Johnigan, Jr. , Kurt Kellerman and Kirk White
ABSENT: Joy Nelson

There were no public comments.
Public Hearing – Adoption of 2025 Budget Amendment and 2026 Budget
Motion by Mr. Johnigan and seconded by Mr. Hunter.
RESOLVED, That the 2025 Budget Amendment and 2026 Budget be adopted.
A roll call vote resulted as follows:
YEAS: Hunter, Johnigan, Kellerman and White
NAYS: None
ABSTAIN: None
ABSENT: Nelson
On a vote of 4-0-0-1, the motion carried.
Agenda Amendment
Motion by Mr. Kellerman and seconded by Mr. Hunter.
RESOLVED, That the agenda be amended to include Item 8A Executive Session – Pending Litigation.

NAYS: None
ABSTAIN: None

On a vote of 4-0-0-1, the motion carried.
Consent Calendar – Approval of Minutes of Regular Council Meeting of
December 2, 2025
The minutes of the Regular Council meeting of December 2, 2025 were submitted for approval.
The reading of the minutes was waived.
Motion by Mr. White and seconded by Mr. Hunter.
RESOLVED, That the minutes be adopted in their entirety.
The motion was unanimously carried.
Committee Reports
The director of the False River Air Park gave a report on increased revenue, a grant for a new project and upcoming events at the airport for the new year.
Executive Session – Pending Litigation
Motion by Mr. Kellerman and seconded by Mr. Johnigan.
RESOLVED, That the council adjourn into Executive Session.
A roll call vote resulted as follows:

NAYS: None
ABSTAIN: None

On a vote of 4-0-0-1, the motion carried.
Motion by Mr. Kellerman and seconded by Mr. White.
RESOLVED, That the council re-convene into regular session.
RESOLVED FURTHER, That no action was taken in the Executive Session.

Mayor’s Report
Mayor reported on the following:
Downtown Christmas festivities will be held on Saturday, December 13, 2025. The event will include live music, train rides, a bounce house, Santa and Mrs. Claus and a parade.
With no further business to come before the council, the meeting adjourned at 6:04 p.m.
