Pointe Coupee Parish Government (herein referred to as the “Owner”) hereby solicits sealed bids for the Watershed Drainage Improvements: Phase 2 – Johnson Bayou Project (FP&C Project Number 50-J39-22-03) described as follows:
STATEMENT OF WORK: This project consists of the clearing and snagging of Johnson Bayou in Pointe Coupee Parish. The work is divided into a Base Bid (Sta. 100 + 00 to 300 + 00), and Additive Alternate 1 (Sta. 300+00.00 to 375+00.00), Additive Alternate 2 (Sta. 375+00.00 to 448+38.35). The total project length is approximately 35,000 linear feet. All work includes, but is not limited to, mobilization/demobilization, construction layout, utility oversight and coordination, and clearing and snagging. The clearing and snagging shall consist of the removal of all fallen trees, dead trees, trees less than 6” diameter at breast height, log rafts, woody vegetation, storm debris, accumulated sediment, and other obstructions within the waterway and construction limits. All removed material shall be disposed of by the contractor at an approved landfill or other approved non-wetland disposal site.
Sealed bids will be received on March 24, 2026, by the Owner, at the Pointe Coupee Parish Courthouse Annex, 160 East Main Street, New Roads, LA 70706 until 2:00 P.M, and the Owner shall at that time and place publically open the bids and read them aloud.
Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.

Bidding Documents for this Project are also on file in the Office of the Engineer for the Pointe Coupee Parish Government, located at 160 East Main Street, New Roads, Louisiana 70706. Please contact 225-638-9556 for any clarification or information with regard to the bidding documents. Copies shall be obtained at this office upon payment of a deposit of $50.00. This deposit will be refunded upon request in accordance with R.S. 38:2212. Validation of the Contractor’s license and classifications will be made prior to the release of bid documents.
In accordance with Louisiana R.S. 38:2212, in the event addenda are issued within 72 hours prior to the advertised time for the opening of bids, the opening of bids shall be extended for at least seven but not more than 21 working days, without the requirement of re-advertising.
No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.
Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. A single set of Bidding Documents shall be issued at the cost of reproduction to contractors who are licensed by the Licensing Board of Contractors.
This Project shall require a Louisiana Contractors license number for Heavy Construction under Louisiana R.S. 37:2150-2164. Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience. The bidder shall show his license number on the bid and on the sealed envelope of the submitted bid.
Each bidder must have an active Unique Entity ID (UEI) SAM number, as verified on www.sam.gov, prior to the beginning of construction.
In accordance with Louisiana R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Bidding Documents shall not be waived by any entity.
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Section B - Instructions to Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.
Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.

Attendance at the Pre-Bid Conference is mandatory in order to bid on the project. It is the responsibility of all potential bidders to visit the job site to assess the location and conditions prior to bidding.
The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
